New York City Moves to Drop Appeal of Stop and Frisk Ruling

Just weeks after Bill de Blasio took the reins from Michael Bloomberg as New York City’s mayor, the city is dramatically changing its legal course on the stop-and-frisk dispute.

As WSJ’s Sean Gardiner and Michael Howard Saul report, city attorneys filed paperwork to start the process of dropping the appeal of a Manhattan federal court judge’s ruling in August that the city’s controversial crime-fighting tactics were unconstitutional. Judge Shira Scheindlin’s ruling – which was harshly criticized by Mr. Bloomberg and then-Police Commissioner Ray Kelly -- ordered a number of policing changes, including the appointment of an outside monitor to watch over the department. Her decision followed a nine-week civil trial challenging the legality of the manner in which New York Police Department officers were stopping and frisking mostly black and Hispanic people.
