If approved by partners at both firms, the merger would create a roughly 1,700-lawyer firm with international reach and a substantial presence in Washington, D.C., where Patton Boggs has long been a go-to firm for government and lobbying work. It would also relieve financial pressures on the smaller firm, which has roughly 380 lawyers and whose revenue has slid in recent years amid a tough legal market.
