New judge named for Ramsey County

Joy Bartscher has been appointed to the Ramsey County bench by Gov. Mark Dayton. She will fill the seat of Judge Dale Lindman, who retired earlier this

Bartscher is an associate attorney at Rogosheske, Sieben & Atkins, P.L.C. in South St. Paul, where she handles criminal defense, personal injury, family and other general practice matters. She previously served as executive director of the Neighbor Justice Center, Inc. She has been recognized for her pro bono services, including selection as One of the 100 William Mitchell Alumni Who Made a Difference, and an Award for Direct Legal Service from MN Justice Foundation.
Bartscher received a B.A. in Social Work and Spanish from the College of Saint Catherine in Saint Paul in 1982, and a J.D. from William Mitchell College of Law in Saint Paul in 1986.
