Appeals Court Denies SEC Bid to Pay Investors in Stanford Scheme

WASHINGTON—A federal appeals court on Friday rejected a bid by the Securities and Exchange Commission to force an agency that insures U.S. brokerage accounts to pay investors in R. Allen Stanford's $7 billion Ponzi scheme.
